potholes under rail bridge

The pavement on the shoulder is very rough under the railway bridge. Since the road is very narrow at the bridge, as a cyclist I certainly would like to be able to use this paved shoulder! Also, the drainage at this point is bad. In a rain storm one cannot even see the pot holes!
